Jesus is our absolute. We are a community of believers that are in pursuit of Love – first receiving God’s love, and then learning to love God and the people around us. We believe God has called us to cultivate His Kingdom in everything we do and to freely give away all we have received from Him. We invite you to join us in the pursuit!

Our Core Values are the guiding principles by which our culture thrives. Jesus demonstrated a vertical Love connection with the Father and a horizontal Love connection to humanity. We have four Core Values: Presence, Empowerment, Transformation and Love.

Presence –  Because Jesus has eliminated separation from the Father, experiencing the presence of God is about having a heart-to-heart connection where we can know Him and are known by Him. In turn, we can have heart-to-heart connections with the people around us, being fully present in each relationship and allowing ourselves to know and be known by others. We passionately desire more of God’s dynamic, manifest presence in our lives individually and in our corporate life together. We want to be intentional about fostering a revival culture that impacts precious lives in the church, our city, region and nation.

Empowerment –  The Bible outlines that as Christians, we are a new creation in Christ. Therefore, we are empowered by His Spirit to walk in the fullness of all He has for us and have been given the authority to partner with Him in bringing His Kingdom to earth. We are enabled to build strong and authentic relationships as a community and can help empower each other to walk out our God-given callings.

Transformation – We value seeing hearts and lives transformed! We can see radical transformation in our lives by having deep intimacy with Father, Son and Holy Spirit. When we allow our hearts to be wide open to the Lord, we are changed from the inside out by His love and leading. He has also designed us to be transformed by meaningful and safe relationships, being able to be accountable to one another and to learn and grow in vulnerability as we journey together.

Love – God very clearly outlines the basis of “love” in the Bible in verses like “For God so loved the world that He gave His only Son…” (John 3:16) and “God has poured out His love into our hearts by the Holy Spirit” (Rom. 5:5). He also gives the Great Commandment to “Love the Lord your God with all your heart, with all your soul, with all your strength and with all your mind” and the second like it to “Love your neighbour as yourself”. At Jubilee, we aim to embody these love commandments in all that we do, loving the Lord first and foremost and then through the overflow of a love relationship with our Creator, we can love each other and the people around us as He has first loved us.

  • We believe there is one God who lives forever in three persons; the Father, Son, and Holy Spirit. (Matt. 28:19)
  • We believe that the Bible is God’s Word to the world, speaking to us with authority and without error. (2 Tim. 3:16-17)
  • We believe in the divinity of Jesus Christ the son, in His virgin birth, His sinless life, His miracles, His death for us on the cross, in His blood, His bodily resurrection, His ascension to the Father , and in His personal and visible return to rule the earth in power and love. ( John 1:14-18; I Thess. 4:16-18)
  • We believe that the Kingdom of God has come in the ministry of Jesus Christ, that the Kingdom continues to increase and expand in the ministry of the Holy Spirit through the Church, and that the Kingdom will be consummated in the physical and glorious return of Christ to earth as Champion and King. (Daniel 7:13-14; 21-28; Isaiah 9:6-7; Luke 1:31-33; Rev. 11:15)
  • We believe that all mankind are lost in sin and need to turn from it and trust personally in the Saviour, Jesus Christ. All need to be born anew by the Holy Spirit’s power into God’s family. (Eph. 2:1-10; John 3: 5-7)
  • We believe the Holy Spirit lives in us as believers and brings love, joy, peace, patience, kindness, goodness, faithfulness, humility, and self-control into our lives. (Gal. 5:22-23) We believe we are to be continually filled with the Holy Spirit (Eph. 5:18) and that all of the gifts of the Spirit are available and vital today for the edification of God’s people and for Kingdom advancement. (I Cor. 12:7-11; Rom. 12:6-8)
  • We believe in the resurrection of every person; to eternal life for the believer and eternal judgment for the lost (Matt 25:31-46)
  • We believe in unity for all believers in our Lord Jesus Christ and seek community together. We want to become more like Him in every way, who is the head of His body, the church. We are called to love Him and one another and are enabled to do this only as His life flows through us. (I Cor. 12:12-13; Matt: 37-40)
  • We believe in the sanctity of marriage between one man and one woman. (Matt 19:4-6)
  • We believe in the sanctity of life from conception to natural death. (Gen. 2:7; Lev. 19:32; Psalm 19:13-16).

Partners In Harvest is a family of churches and ministries worldwide that was birthed as a result of the incredible revival that began in Toronto in 1994 under the ministry of John & Carol Arnott. Today, Partners in Harvest encompasses a growing network of churches, a college with International Schools of Ministry, missions programs and events running all over the world. Partners In Harvest is the PIH family members’ primary relational affiliation and covering.

PIH is the members primary source of accountability (PIH Leadership, Regional Coordinators and other PIH family members). The leadership exists to provide encouragement, blessing and a relational network for the building up of its members. PIH makes every effort to cross denominational, generational and cultural lines in order to increase and promote blessing and unity in the global Body of Christ.

PIH is not a top-down, controlling, pyramid structure, rather, PIH churches and ministries are autonomous, self-governed entities. Leadership of PIH readily provides counsel.

Trevor & Lesley Biehn

Senior Leaders

Trevor & Lesley Biehn are the Senior Leaders at Jubilee Stratford. They are passionate about the Presence of God and the Kingdom of Heaven expanding as well as raising up and equipping people in their callings. They have a heart to connect people with Jesus through Evangelism and the End-Time Harvest. The Biehns have been married for 21 years and have 6 amazing children, Katelyn, Evan, Elijah, Jeremiah, Levi and Justice.

Jerry Steingard

Advisory Leader

Jerry Steingard is the Advisory Leader at Jubilee Stratford. With a Masters in Divinity and a Doctorate in Practical Ministry, Jerry is a gifted teacher, with a passion to train and educate believers on important topics including revival, signs & wonders & the Kingdom of God, the equipping of the Saints for ministry, the End Times and the significance of the nation of Israel. After pastoring for about 30 years, he has incredible wisdom and insight to see the Church succeed and thrive in what God has called her to. Jerry is married to Pam and they have 3 married children, Jonathan, Michael and Joanna and 5 grandchildren, Quinlan, Miles, Kingston, Grey and Selah.

Worship Leader

Michael Steingard is the Worship Leader at Jubilee Stratford. Michael has always had a love of connecting with the Lord through deep and intimate times of worship and started leading at a city-wide worship gathering as a teenager. He is passionate about encouraging the Church to connect with the Lord in a new way, as well as raising up musicians to worship with a spirit of excellence. He met his wife Kailyn leading worship together in a House of Prayer and they have recently welcomed their first daughter, Selah.

Trevor & Lesley Biehn

Trevor and Lesley Biehn
Trevor & Lesley Biehn, after being associate leaders to Jerry Steingard for a year, were commissioned as Jubilee Stratford’s new Senior Leaders August 21st, 2016, by Jerry and the Jubilee eldership as well as John Arnott, our apostolic father of PIH. This big step was unanimously supported by both Partners in Harvest and the Jubilee family! Jerry Steingard has stayed on as half-time “advisory leader”, with Trevor. The Biehns have brought fresh vision and a new passion to move forward into all that God has for Jubilee. The church has seen many changes to its infrastructure under their leadership, including fresh updates to the building, leadership team changes, name change to “Jubilee Stratford”, and adjustments to the core values and vision of Jubilee. There is an incredible excitement in the air as Trevor and Lesley lead us into expanding in evangelism, bringing back some of the founding values and helping the community of Jubilee work to their full potential in their God-given talents and gifts. Trevor has an incredible vision to see the prophetic words spoken over Jubilee come to pass and to see her thrive and function in what God has called her to. It is truly a remarkable time in our history as we look forward to all that God has for us!

Jerry & Pam – Return of the Jedi

Jerry and Pam Steingard
Jerry & Pam returned to Stratford in May, 2012 to be closer to their family, after three years at the retreat centre and ten years leading a Partners in Harvest network of house churches in Barrie. Attending Jubilee with their children provided a much-needed sabbatical from pastoring and enabled Jerry to finish writing his first book as well as research and write a second book on the 20-year history of the Toronto Blessing, with John Arnott. By October of 2013, it became clear that the Lord was calling Jerry to return to pastoring at Jubilee – first as interim leader, then, in the summer of 2014, as senior leader. Jerry brought incredible stability and wisdom to the community at Jubilee, and modeled the apostolic core values of the Kingdom of Heaven. His teaching, preaching and gentle Father heart brought incredible restoration to the body and it was a time of the plans, purposes and destiny over Jubilee to come full-circle. Jerry’s leadership during this time paved the way for an incredible new season to come.

Lisa Hacquebard

Lisa Hacquebard
Lisa Hacquebard became the interim pastor at Jubilee when John and Patricia moved back to Toronto. She came with lots of experience working with Jubilee for several years prior in the office and as a part of the Pastoral team. She carried Jubilee in a time of transition with her tender mother heart and desire to continue on in the values and passions that were established by the Bootsmas. Lisa brought a strength and determination in her leadership at Jubilee and introduced the 5-fold ministry leadership model. Lisa was the interim leader at Jubilee until September, 2013. With her marketplace experience, Lisa brought Jubilee to a place of greater financial health.

John & Patricia Bootsma

John and Patricia Bootsma
John & Patricia Bootsma came to Jubilee upon the recommendation of John Arnott. They moved in 2003 with their 6 children and with them, they brought fresh vision and passion. Their hearts were to teach and preach on the End Times and the Prophetic and it was through them that Jubilee really understood her position as the Bride of Christ through teachings on the “Bridal Paradigm”. John and Patricia were instrumental in starting the Stratford House of Prayer as well as the Intern Program which saw over 25 young adults and ministry volunteers come through Jubilee to pour into the community in a new and fresh way. Jubilee was brought to a much deeper place of intimacy in the Lord as John and Patricia placed a high value on Restoring the Foundations inner healing ministry and were stretched and challenged in Prophetic Evangelism on the streets of Stratford. In August, 2011, John and Patricia were called back to Toronto to pastor Catch the Fire Airport Church.

Phil & Annette Tuttle

Phil and Annette Tuttle
Phil & Annette Tuttle were pioneer church planters and missionaries sent by Oral Roberts University to Germany. After 10-15 years serving in Germany, God called them through a local connection to pastor at Jubilee in 2000. Along with their two boys, Andrew and Timothy, Phil and Annette brought with them a sense of structure, momentum and “getting the house in order”. Their goal was to maintain a spirit of excellence in every aspect of Jubilee life as well as creating many different avenues and opportunities for Jubilee to strengthen in community and build relationship. One of the primary areas of impact that Phil and Annette had was to see the Sunday School Department and Youth Group grow and thrive as they poured into the next generation. In 2003, Phil and Annette moved on to pastor in Friendly, Nebraska.

Ray Young
Ray & Sandy Young were among a string of itinerant speakers sent to Jubilee in a time of transition in 1999. Ray, an itinerant evangelist with Pentecostal roots, but with the Toronto Blessing anointing, carried Jubilee for a period of about 8 months.

Jerry & Pam Steingard

Jerry and Pam Steingard the early years
Jerry & Pam Steingard were the associate pastors to John & Carol since 1990 and were the natural successors to John & Carol’s leadership once they had moved on to Toronto in June, 1992. It was very clear that Jerry and Pam had caught the heart and vision of John & Carol, and continued with the mission of Jubilee. Jerry walked in humility, meekness and strength as he demonstrated the qualities and characteristics of the Kingdom of Heaven. His heart was to serve, exhort and lift up others and to see people reach their full potential and call in the Lord. He called himself “The Coach” and quickly became a budding teacher. Pam exhibited a life-giving freedom that brought much life to Jubilee through the prophetic and her ability to love people in a unique way, making them feel at home and loved just for who they were. Jerry and Pam created a magnetic culture for artists and creatives and Cell Groups and Home Groups which mobilized the church into further community. Jerry & Pam left Jubilee in November, 1998 and moved on in Feb. 1999 to run a retreat centre outside of Creemore, ON.

John & Carol Arnott

John and Carol Arnott
John and Carol Arnott are the founding pastors of Jubilee Stratford. They planted Jubilee in Carol’s hometown of Stratford in 1981, after the Lord spoke to them on a missions trip in Indonesia. As two broken people with a passion to love the broken-hearted people around them, John and Carol pioneered a community of believers with ardent hearts to go to the streets of Stratford and impact the city’s youth. Jubilee quickly became known as a “love church” where it was known that you could “come as you are and be loved” and eventually grew out of 8 different locations before the existing building was built. John and Carol’s vision for the kingdom of heaven to influence and impact our community grew to the nations when they moved in 1992 to focus on the Toronto Airport Vineyard, which they planted in 1987. To this day, Jubilee’s very fabric and DNA reflect the core values of John & Carol, as their embrace of the Father heart of God, their raw love and passion for intimacy with Jesus and their deep longing for the ministry and anointing of the Holy Spirit has left a significant mark on our community.
